How does PG/VG work in the lungs?

The analogy of PG/VG being handled in the lungs like water is wrong. They are very different things and the lung handles them differently. When water vapor condenses, the water is simply absorbed through the thin alveolar membranes and into the blood stream. PG and VG are larger molecules that will not be as easily absorbed. However, the lung does have a mucosal flow, allowing non absorbable small molecules (such as particles of air pollutants) to be cleared. The PG/VG in the mucus can now have one of several fates: coughed up, swallowed (primarily) or cleared by the lymphatic system. This is what most likely happens: some absorption but most is "swallowed" (essentially, mucus flowing up from the lungs into the trachea then down the esophagus into the stomach).

Does PG leave a residue on the lungs?

We do know that PG and VG are not going to leave a long term residue on the lungs. The fact that they are listed as verified excipients for inhalation by the International Pharmaceutical Excipients Council (The group that sets regulation for what inactive ingredients can and cannot be used in drug formulations, the FDA generally heeds their recommendations) demonstrates that the general scientific opinion is that they are safe for long term use.
